The Doctor and Rose Tyler arrive in a suburban neighbourhood as preparations are being made for the 2012 Summer Olympic Games, which are soon to be held in London.
As they walk down the street Rose becomes concerned about the number of posters about missing children in the neighbourhood, which leads them to start asking questions. With cars mysteriously stopping in a part of the street, and The Doctor feeling an uncertain amount of energy in the places where the children disappeared it seems that there is something strange happening in this street.
Listening to the concerns of residents The Doctor believes the theory of an old woman that there are connections between the rash recent disappearances and so continues his pursuit of the truth. Rose becomes aware that a little girl, called Chloe, is watching the goings on in the street from her bedroom window. As The Doctor continues his investigation Rose is surprised when a cat disappears right from under her nose and so goes off to investigate on her own and is shocked when she is then attacked by a strange creature in a garage.

The Doctor comes to her rescue and uses his sonic screwdriver to neutralise it. Back in the TARDIS The Doctor deduces that the creature that attacked Rose was made of graphite. It is then they realise that it whatever created the "squiggle creature" as he calls it just drew it into existence... like some sort of child's drawing - like the child Rose spotted watching them earlier.
The two therefore visit Chloe's house and are invited in by Chloe's mother who tells them about her daughter, who it seems sits in her bedroom all day and draws. The Doctor detects something unusual coming from Chloe, while Rose snoops around and discovers drawings all over Chloe's bedroom while in her wardrobe Rose finds an even more scary drawing. The Doctor puts the pieces together - Chloe can manipulate reality by drawing, trapping people in her sketches or, in the case of the drawing in the closet, recreate things from fantasy.

The Doctor makes contact with a being inside Chloe – and discovers that she is possessed by a wayward Isolus, part of a gestalt mind that was accidentally left behind on Earth. The Doctor learns that the Isolus doesn't mean any harm, and that like Chloe it is lonely and believes the drawings of the trapped children are bringing new friends for it to play with.
On returning to the TARDIS The Doctor creates a device that will allow the Isolus to free itself and be reunited with its travelling pod. Unfortunately, the Isolus believes The Doctor has hostile intentions, and so gets Chloe to trap him and the TARDIS inside a drawing. Chloe then prepares one last drawing - a picture of the Earth, which will trap the entirety of humanity within it. While outside the Olympic torch starts to come down Chloe's street.
Rose meanwhile goes in search for the Isolus’ travelling pod and deduces that it must be in the asphalt on the street - hence the cars coming to a standstill – and so digs it up in one of the newly filled potholes. Realising that the pod needs a heat source, she throws it at the torch. Ignited by the torch's heat the pod is reactivated and summons the Isolus who leaves Chloe and the Earth. But in doing so the terrible image in Chloe's cupboard is set free.
Will Chloe’s mother be able to defeat the horror inside her daughter’s wardrobe and will Rose be reunited with The Doctor and his TARDIS? And what of the Olympics – who will get the torch to the stadium in time to light the Olympic flame?
